VATS crits are worthless because no one uses flamers in VATS. Slower breaking is actually kinda good, but A/FFR is just better overall. It likely is not an Enclave version if it has a pulse capacitor on it. If it is a regular plasma gun simply change the pulse capacitor to anything else to make it a flamer again.
